International Safety Rating System (ISRS)


The International Safety Rating System (ISRS) is a modern safety / loss control evaluation system. It provides the means for a systematic analysis of each safety / loss control elements to determine the extent and quality of loss control management.

The HSE Management System of our shipyard had been in place since the 1970s. We have adopted a phased approach in improving the shipyard’s HSE Management System. Improvement efforts began to intensify in the 1990s and in 1993, Sembawang subjected itself to an independent external audit by Det Norske Veritas (DNV) using the International Safety Rating System (ISRS). The shipyard achieved Level 7 Rating out of a possible rating of 10, in the baseline audit. We moved up to Level 8 in the follow-up audit conducted in 1994 and between 1994 to 2003, has consistently maintained level 8 rating. The shipyard achieved ISRS level 9 rating in year 2004.

INTERNTIONAL SAFETY RATING SYSTEM (ISRS) OHSAS 18001: 2007

To re-affirm our commitment to safeguard the health and safety of our employees, the shipyard was successfully accredited to OHSAS 18001:1999 by Det Norske Veritas Certification Ltd in June 2005, a firm endorsement of our comprehensive occupational health and safety management system. The shipyard successfully convert to OHSAS 18001:2007 in year 2008.

OHSAS 18001:2007 is an Occupational Health and Safety Assessment Series (OHSAS) for Occupational Health and Safety (OH&S) management system which enables the shipyard to control and enhance the occupational health and safety risks and to improve the shipyard’s overall HSE performance. Designed to be compatible with other management systems, standards and specifications such as ISO 9001 (Quality) and ISO 14001 (Environment), the certification to OHSAS 18001:2007 is another milestone development towards total HSE excellence.

ISO 14001:2004 - Environmental Management System

We are conscious of our obligation to achieve a high standard of environmental care and protection and conduct our business activities with minimum risk to the environment. Sembawang began implementation of the Environmental Management System (EMS) in early 2002. In September 2002, we were awarded the ISO14001:1996 Environmental Management System certification by Det Norske Veritas Certification B.V., the first ship repair yard in Southeast Asia to be EMS certified. In March 2005, Sembawang Shipyard was successfully re-certified to ISO14001:2004 edition.

To further drive environmental awareness in our community, we launched the Green Wave Environmental Care Project for schools in January 2003. The main objective is to inculcate in the students, a sense of personal and group responsibility for the environment, and in the process develop creative and innovative ideas in the area of environment care and protection. This annual competition is open to all schools in Singapore.

Behaviour-Based Safety (BbS)

Sembawang Shipyard embarked on “Behaviour based Safety” (BbS) Program in 2002 to encourage safety awareness through “safety by mindset change”. The objectives are to create greater safety awareness amongst the supervisors and to establish ownership of safety for their workmen. Our target is a safer environment for our people and the protection of our valued customers’ assets. Continuous and relentless efforts are made to inculcate a total safety behaviour and culture through regular campaigns and training courses.

ISPS Certification

Sembawang Shipyard is the first major shipyard in Singapore to be presented with the Provisional Statement of Compliance of a Port Facility for meeting IMO’s International Code for the Security of Ships and Port Facilities (ISPS) on 27 February 2004, well ahead of the official IMO’s deadline of 1 July 2004.

Besides Health, Safety and Environment policies, security is also an important aspect of our business deliverables. The achievement of early ISPS certification demonstrates the shipyard’s security reparedness and pro-action. Effective safeguards against security threats and risks to customers, employees, property, sensitive information and other assets, are in place to ensure timely response and business continuity.
